Professional website for the Bavarian State Chancellery

For the Bavarian State Chancellery, we realized the technical implementation of a website based on a design template that was sent to us by the commissioned creative service provider Wiedermann & Kreative Köpfe. The requirements for the project were precisely tendered and defined according to official specifications.

Our contribution to the solution

After successfully winning the contract, we implemented the design by Wiedermann & Kreative Köpfe in detail and in accordance with the technological specifications of the tender. Following the delivery of the website, a maintenance contract was concluded, which also includes support for the use of the implemented content management system (CMS). We are responsible for hosting the development environment, while the Bavarian IT Service Center (IT-DLZ) is responsible for hosting the production environment. Here we work in close coordination to ensure smooth operation. This project underlines our expertise in working with public institutions and our ability to reliably implement demanding technical specifications.

    This project was implemented with strict specifications within the tender criteria. Technologies may only be used after acceptance by the authority and provision by IT-DLZ Bayern. Partners for design, pentesting and hosting were assigned.

    Focus: Individual CMS

    A custom WordPress theme was created and the CMS WordPress was extended. This made it possible to reproduce the specified design 1:1; at the same time, a CMS extension enabled the officials to create the now individual content quickly and easily in the form of text and media library posts. A separate search function was implemented to search within the individual posts. In addition to the individual content, cookie management has also been revised to ensure that video content can still be integrated via platforms such as YouTube. Thanks to the dedicated theme, it was also possible to implement a flawless, barrier-free design of the content. Overall, it can be said that the website was created specifically for the State Chancellery, so that nothing was left to be desired.

    The project process

    1. Call for tenders

    Before the project started, the contract was awarded by the State Chancellery following successful participation in the tender. The specific requirements had already been defined and a comprehensive cost calculation prepared.

    2. Development of a project plan

    With the project launch in the form of a kick-off meeting, all project participants were brought together to discuss the division of tasks, work dependencies and scheduling in detail. This made the project tangible and clearly structured for everyone involved.

    3. Development of the tech design and system architecture

    Once the responsibilities had been defined, the development of the system architecture could begin. This laid the technical foundation for the technology used. At the same time, a test environment was set up, which was crucial for the agile development and collaboration of the relevant project participants.

    4. Implementation phase

    All key questions had already been clarified in the implementation phases. Content, design, requirements and technologies were fixed, so that the focus was now on precise web development. In order to ensure that everyone involved could work optimally with the application at the end, step-by-step presentations were carried out in the previously set up test environment. This allowed all participants last-second agility to make short-term adjustments and optimizations.

    5. Software testing: compliance, security and reliability

    After the final implementation, the website was tested for accessibility in accordance with BITV 2.0 and the WCAG 2.1 level AA guidelines. This was followed by a successful cybersecurity test carried out by the State Office for Digitization, Broadband and Surveying IT Service Center of the Free State of Bavaria (LSI). In the final test phase, the error-free visual and content display on various devices and browsers was ensured. This was done in the presence of the designers and editors involved in order to ensure high quality and user-friendliness.

    6. Handover and publication

    After successfully testing the flawless functionality of the website, which met all the requirements of the tender, the website was handed over to the IT-DLZ of the Free State of Bavaria. We were always available to answer any queries. After publication, a presentation was held to officially conclude the project implementation.

    7. Maintenance & hosting

    After successful completion, a maintenance contract was concluded, which ensures the regular closure of security gaps as well as the optimization of performance and the technological development of the website. As part of this contract, minor changes to the website are also implemented, regular backups are created and other relevant services are provided. All changes are tested in a specially set up test environment before publication and made available to the parties involved.

    Search engine optimized

    Within the development, search engine optimization was established at 100% of the SEO score to be achieved within the Google Lighthouse measurement program.

    Through an improved user experience (UX) and more website content, the average time spent by visitors was increased by 15 %.

    A successful collaboration

    The Bavarian State Chancellery was impressed by the fast and customer-oriented processing of our team. In the course of the project, we also initiated a modernization of the order processes for external service providers. This initiative led to us being invited to a meeting with the executives of the State Chancellery to directly contribute our ideas and suggestions for improvement. This meeting confirmed the State Chancellery's trust in our work and underlines the successful collaboration. We look forward to implementing further projects for the Bavarian State Chancellery in the future and continuing our partnership.
